Amenity spaces do not share a peak
A shared work lounge in a residential or mixed-use building fills during business hours as people who work from home use it. A function or meeting room follows its booking pattern, often in the evening. A parcel room peaks when deliveries and returning residents coincide, typically in the early evening. A gym or similar facility has its own pattern again.
Servicing all of those in one evening pass means each is attended at a time largely unrelated to when it was actually used. Placing each against its own peak, with a short attendance shortly afterwards, produces a noticeably better condition across the whole day for the same total effort. The change required is one of sequence rather than of hours or cost.
