A counter that opens at nine may have staff on site from half past eight preparing systems, checking floats, setting up terminals and unlocking areas. A counter closing at four may have staff working until half past five completing reconciliation and securing the area. The published hours describe when the public can attend rather than when the space is available.
That gap is where most scheduling mistakes in public-facing offices are made. A morning attendance planned to finish at half past eight arrives squarely in the middle of the opening routine, and an evening attendance starting at half past four arrives in the middle of the closing one. Establishing the real boundaries takes a single conversation with the counter team and prevents both of those outcomes.
