The booking pattern determines what is possible
A floor where every booking has a fifteen-minute gap can support a proper reset between each one. A floor booked back to back cannot, and pretending otherwise produces a routine that is abandoned by the middle of the first busy week. Establishing which pattern applies, and whether it differs between rooms, is the necessary first step before any turnover routine is designed or costed.
Where gaps do not exist, the practical response is usually to change the booking system rather than the cleaning arrangement. A default fifteen-minute buffer built into the room booking configuration costs nothing, improves the experience for everybody using the rooms and makes a turnover routine deliverable. That is a facilities decision, but it is one the cleaning schedule has a direct interest in.
