New premises behave differently for the first months
A newly fitted tenancy releases dust for longer than most occupiers expect. Fine residue from construction settles out of ceiling voids and above ceiling tiles, new carpet sheds, and joinery and paint continue to give off particles for several weeks. A schedule set at the long-term frequency will look inadequate during that period through no fault of the arrangement.
The sensible response is a higher initial frequency on dusting and floors for the first month or two, written into the schedule as a temporary measure with an end date. That way the elevated attention does not become permanent by default, and the tenancy is not left interpreting the settling-in period as evidence that the frequency was set too low.
